1862 - 1942
In 1862 the Bureau of Navigation to o provide nautical charts and instruments and to oversee several activities involved navigation research, including the Naval Observatory. By 1889 when the Office of Detail and Bureau of Equipment were placed under it became responsible for Navy personnel management and this became it’s primary function. In 1942 the command's name changed to the Bureau of Naval Personnel (BuPers).
